This much I know. In California, Pedistrians have the right of way. You can walk in the middle oof the the road and cars still legally need to stop for you. On this point, an interesting scam happenedin San Francisco in which a neighborhood ganged together to set up one them to get hit by some tourists car and then all of them would say it was the drivers fault, and then sue the shit out of them. With the right lawyers, Pedistrians would rule California.
